Elections to the 10th Legislative Assembly of Orissa were held in February 1990. A total of 906 candidates from various political parties were in fray, contesting for 147 Assembly constituencies. Out of these, 91 assembly seats were reserved for General candidates, 22 for Scheduled Caste candidates, and 34 for candidates from Scheduled Tribes. The recently-formed Janata Dal, founded by V.P. Singh in 1988, which was a political merger of the multiple factions of the Janata Party, along with the Lok Dal, the Congress (S) and the Jan Morcha, and which operated on the ideology of social revolutionary Jayaprakash Narayan, won the Assembly elections in the state by a thumping majority. The Janata Dal bagged 123 out of the 139 Assembly seats it contested. The Congress, on the other hand, won only 10 seats. Yagya Dutt Sharma held the prestigious post of the Governor of Orissa for the majority of this tenure, when in 1993 Professor Saiyid Nurul Hasan took over for a brief period. He was finally substituted the by freedom fighter and former Governor of Uttar Pradesh B. Satya Narayan Reddy, who remained the Governor till the end of the term. Yudisthir Das was the Speaker of the Orissa Vidhan Sabha during this period while Prahlad Dora was the unanimously elected as the Deputy Speaker. Biju Patnaik of the Janata Dal was elected as the Chief Minister of Orissa during the whole of this period.
Biju Patnaik spearheaded a number of infrastructural developments in the state, and brought in industrial growth and improvement in living conditions. Some of the most important projects during this period included completion of the Cuttack-Jagatpur Mahanadi highway bridge; the Sainik School in Bhubaneshwar; the Regional Engineering College in Rourkela; and the Orissa University of Agriculture and Technology in Bhubaneshwar. These projects enhanced the educational importance of the state, with increased facilities for all meritorious students.
