Elections to the fifth Legislative Assembly of Arunachal Pradesh, after being granted its complete statehood in the State Arunachal Pradesh Act, were held in October 2009. 157 candidates from various political parties were in fray, contesting in a total of 60 Assembly constituencies, out of which 59 Assembly seats were reserved for the Scheduled Tribe candidates and 1 Assembly seat for the General candidates.
5,74,662 valid votes were cast in the 2009 elections in which the Indian National Congress won with a thumping majority by bagging 42 out of the 60 Assembly constituencies, and hence forming the government. While the Nationalist Congress Party and the All India Trinamool Congress both managed to win five Assembly seats individually and the People’s Party of Arunachal won in four assembly constituencies, the BJP decreased in appeal in the state, winning only three Assembly seats. No other party could compete with the Congress. Former Chief of the Indian Army, Joginder Jaswant Singh remained the Honorable Governor of Arunachal Pradesh till May 2013, when retired Lieutenant General Nirbhay Sharma took over in the prestigious post of the Governor of Arunachal Pradesh and is continuing in the post. Wanglin Lowangdong is the Speaker of the Arunachal Pradesh Assembly during the present Assembly, while Jomde Kena remains the Deputy Speaker in this period. Dorjee Khandu of the Indian National Congress was re-elected as the Chief Minister of Arunachal Pradesh and remained in power till April 2011 when he suddenly and mysteriously died in a plane crash during his visit to Itanagar. He was replaced by acting Chief Minister Jambom Gamlin and finally by Nabam Tuki, who assumed office in November 2011 and is incumbent.
One of the main achievements of this tenure of the Congress is in guaranteeing peace and security in the state of Arunachal Pradesh, while restoring the historic problem with China over the questions of its borders. In fact, the Tuki-led Congress government has made some early achievements in the issues of women’s empowerment, education and in building the Trans-Arunachal Highway. Some of the most important legislations passed in the Arunachal Pradesh Legislative Assembly are:
- Arunachal Pradesh State Council Technical Education Act, 2010
- Arunachal Pradesh Education Act, 2010
- Arunachal Pradesh Colleges and Other Institutions of Higher Education Act, 2010
- Arunachal Pradesh Entry Tax Act, 2010
