Elections to the fourth Legislative Assembly of Arunachal Pradesh, after being granted its complete statehood in the State Arunachal Pradesh Act, were held in September-October of 2004. 168 candidates from various political parties were in fray, contesting in a total of 60 Assembly constituencies, out of which 59 Assembly seats were reserved for the Scheduled Tribe candidates and 1 Assembly seat for the General candidates.
4,59,558 valid votes were cast in the 2004 elections in which the Indian National Congress won with a thumping majority by bagging 34 out of the 60 Assembly constituencies, and hence forming the government. 9 candidates from the BJP managed to win in the constituencies, thereby winning in the state for the first time. No other party could compete with the Congress. The independent candidates together won 13 Assembly constituencies. Former Cabinet Secretary V. C. Pande remained in the prestigious post of the Governor of Arunachal Pradesh for the first few months of this tenure, before being replaced by Shilendra Kumar Singh, the former Indian Foreign Secretary, who remained the Governor till 2007. Singh was followed by K. Sankaranarayanan and Joginder Jaswant Singh respectively. Setong Sena was the Speaker of the Arunachal Pradesh Assembly during this tenure. Ninong Ering remained the Deputy Speaker in this period. Gegong Apang of the Indian National Congress was re-elected as the Chief Minister of Arunachal Pradesh owing to his immense popularity among the party workers as well as the people of the land. He remained in the post till April 2007 when, due to the increasingly pressure from the Congress MLAs and other party workers, he had to resign and give way to Dorjee Khandu as the Chief Minister of Arunachal Pradesh.

- Arunachal Pradesh Recording of Marriage Act, 2008
- Arunachal Pradesh Motor Vehicles Taxation Act, 2006
- Arunachal Pradesh Goods Tax (Amendment) Act, 2006
- Arunachal Pradesh State Commission for Women Amendment Act, 2005. Through this act, focus was drawn particularly to questions of women’s rights, literacy, infrastructural development and crime-control.
