After Arunachal Pradesh attained complete statehood with the implementation of the State Arunachal Pradesh Act of 1986, elections to its third Legislative Assembly were held in October 1999. A total of 172 candidates from various political parties were in fray, contesting for 60 Assembly constituencies, out of which 59 Assembly seats were reserved for the Scheduled Tribe candidates and one Assembly seat for the General candidates. 4,11,532 valid votes were cast in the 1999 elections, in which the Indian National Congress won with a thumping majority by bagging 53 out of the 60 Assembly constituencies, and hence formed the government. This was by far the greatest win of the Congress in the state. The Nationalist Congress Party, a new entrant to the political space of Arunachal Pradesh, bagged four Assembly seats in its first elections.
Arvind Dave, the Director of India’s external intelligence agency, the RAW, remained in the prestigious post of the Governor of Arunachal Pradesh for the most part of this term till in June 2003, when he was replaced by V. C. Pande. Tamiyo Taga was the Speaker of the Arunachal Pradesh Assembly during the majority of this term, although he was substituted by Setong Sena in the last few months. Rajesh Tacho remained the Deputy Speaker during this period. Mukut Mithi of the Indian National Congress was elected as the Chief Minister of Arunachal Pradesh and remained in the post till 2003 when, owing to political differences, he separated from the INC and formed his own party, the Arunachal Congress - Mithi. It was then that Gegong Apang struck back to power for the rest of this tenure till 2004.
