After Arunachal Pradesh attained complete statehood with the implementation of the State Arunachal Pradesh Act of 1986, elections to its second Legislative Assembly were held in March 1995. A total of 174 candidates from various political parties were in fray, contesting for 60 Assembly constituencies, out of which 59 Assembly seats were reserved for the Scheduled Tribe candidates and one Assembly seat for the General candidates. Interestingly, no seat was reserved for the Scheduled Caste candidates. 4,24,827 valid votes were cast in the 1995 elections in which the Indian National Congress won with a thumping majority by bagging 43 out of the 60 Assembly constituencies, and hence forming the government.
The Janata Dal in comparison declined in appeal, winning only three ssembly seats while the Janata Party won only two seats. The BJP made a political entry in the state, contesting in 15 Assembly constituencies but not winning any. Mata Prasad remained in the prestigious post of the Governor of Arunachal Pradesh till the end of this tenure. Tako Dabi was the Speaker of the Arunachal Pradesh Assembly during the majority of this tenure, although he was substituted by Chowna Mein in the last few months of this tenure. Hari Notung and Daklo Nidak consecutively remained the Deputy Speakers in this period. Gegong Apang of the Congress struck back to power as the Chief Minister of Arunachal Pradesh for the fourth consecutive term and remained in the post during the whole of this period.
With his previous experience as the Real Head of the state, Gegong Apang brought in some spectacular reforms in the state of Arunachal Pradesh during this tenure as the Chief Minister. His land policies resulted in the freedom of peasants from exploitation at the hands of the landlords. He enacted welfare schemes for the people of Arunachal Pradesh, which generated employment for the youth in specific. It was Apang who propounded the need for regional languages such that administrative and functions were easily comprehensible to everyone. It was his concerted efforts that led to the implementation of the importance of regional languages in the different states.
