After Arunachal Pradesh attained complete statehood with the implementation of the State Arunachal Pradesh Act of 1986, elections to its first Legislative Assembly were held in February 1990. A total of 170 candidates from various political parties were in fray, contesting for 60 Assembly constituencies, out of which 59 Assembly seats were reserved for the Scheduled Tribe candidates and 1 Assembly seat for the General candidates. 3,40,098 valid votes were cast in the 1990 elections, in which the Indian National Congress won with a thumping majority by bagging 37 out of the 60 Assembly constituencies, and hence forming the government. The Janata Dal, in comparison, won only 11 Assembly seats while the Janata Party won only 1 seat.
Successive changes in the prestigious post of the Governor were made during this term. Former Speaker of Rajasthan Assembly Gopal Singh remained the Governor from March 1990 to May of the same year, before he was replaced by Devi Das Thakur, Loknath Mishra, Surendra Nath Dwivedi and Madhukar Dighe, consecutively. Mata Prasad followed Dighe as Governor in October 1993 and remained on the post till the end of the term. Lijum Ronya was the Speaker of the Arunachal Pradesh Assembly during this tenure while C. C. Singhpo was the Deputy Speaker. Gegong Apang of the Congress remained in power as the Chief Minister of Arunachal Pradesh during the whole of this period.
A number of significant economic and social developments were brought about in this period under the rule of Apang. Apang spearheaded a number of infrastructural developments in the state, and brought in industrial growth and betterment.
