After Arunachal Pradesh attained complete statehood with the implementation of the State Arunachal Pradesh Act of 1986, elections to its first Legislative Assembly were held in February 1990. A total of 170 candidates from various political parties were in fray, contesting for 60 Assembly constituencies, out of which 59 Assembly seats were reserved for the Scheduled Tribe candidates and 1 Assembly seat for the General candidates. 3,40,098 valid votes were cast in the 1990 elections, in which the Indian National Congress won with a thumping majority by bagging 37 out of the 60 Assembly constituencies, and hence forming the government. Singhpo was the Deputy Speaker. Gegong Apang of the Congress remained in power as the Chief Minister of Arunachal Pradesh during the whole of this period.
